Sindh HEC Likely To Be Authorized To Grant Govt Universities

The distribution of grants allocated by the Sindh provincial government to Govt universities in Sindh is likely to be handed over from the Universities and Boards Department to the Sindh Higher Education Commission.

According to News, after a letter was written to the Finance Department from the Chief Minister’s Secretariat in this regard, the Sindh Higher Education Commission has set up a regular committee on the distribution of a grant of Rs6.5 billion. The committee will decide the formula for distribution of Rs 6.5 billion grant to government universities in the province.

Following the decision of the recent meeting of the Sindh Higher Education Commission, a notification has also been issued for the formation of the committee. Nusrat Bhutto University for Women Sukkur Vice Chancellor Dr. Samreen Hussain, Sindh Agricultural University Tandojam Vice Chancellor Fateh Murree, Karachi University Dean Faculty of Law Justice (retd) Hassan Feroze and former Finance Secretary Nawaz Ali Leghari.

According to the notification, the committee will work out the modalities and formula for distribution of grants and will review the current financial situation of all public universities and the required recurring budget and will present the formula for distribution of funds to the universities on that basis.

It may be recalled that earlier on August 16, the Chief Minister’s Secretariat had informed the Provincial Finance Department in a letter that the Sindh Higher Education Commission had recommended the transfer of Rs 6.5 billion in university grants to the said institution. Considering the rules and policy, the matter of transferring the relevant grant to Sindh Higher Education Commission should be reviewed.

It should be noted that for the last several years, grants allocated by the Sindh government to the public universities of Sindh have been released by the Department of Universities and Boards in two to three phases. However, the first quarter of the current financial year 2021/22 is coming to an end. But no committee has been constituted by the Department of Universities and Boards on the issue of distribution of grants and no progress has been made in fixing the distribution formula.

It may be recalled that the issue of transfer of authority of government universities in the province from the Department of Universities and Boards to Sindh HEC has already been discussed in the Sindh Cabinet but no decision has been taken.

A vice-chancellor, speaking on condition of anonymity, said it might take some time to transfer the authority of universities from the Universities and Boards Department to the Sindh HEC, but reports said that the Sindh chief minister agreed that the Grants to universities should be distributed by Sindh HEC.

It may be recalled that on the occasion of a press conference held at Karachi University a day ago, the leaders of the Federation of All Pakistan Universities Academic Staff Association (FAPWASA) had demanded immediate release of the budget from the Sindh government. If so, teachers will have no objection to the distribution of grants by the HEC.
